About the treaty negotiations
A total of 128 countries have come to Dublin, Ireland to negiotiate and adopt a treaty banning cluster bombs. They are negotiating on the basis of a draft treaty text discussed at their last treaty meeting in Wellington, New Zealand in February 2008. The treaty proposes a comprehensive ban on cluster munitions, establishes a deadline for destruction of all existing stocks, requires clearance of contaminated areas, and includes specific legal obligations for to ensure assistance to cluster munition survivors. If successful, the cluster munition treaty will represent the most significant advance in humanitarian and disarmament law since the 1997 treaty prohibiting antipersonnel mines.
