Status
Brasil attended a couple of Oslo Process meetings as an observer (including Wellington in February 2008). It was absent from the May 2008 negotiations of the Convention on Cluster Munitions and it is not known if the country will sign the treaty on 3 December 2008. Brasil is one of the last Latin American states that has not yet indicated its support for the Convention (the others are Colombia and Cuba). Brasil is not known to have ever used cluster munitions but, according to Human Rights Watch, four Brazilian companies produce cluster munitions which have been exported to Iran, Iraq, and Saudi Arabia. Brazil’s stockpile of cluster munitions is not believed to be significant and should not be costly to destroy.
